We are a team of interdisciplinary professionals, who have experience in planning, landscape architecture, and urban design. Our approach is to focus on the desired outcome and to find pathways and solutions that achieve this outcome, while working within the constraints of each project.
Vince joined Momentum as a Senior Planner in late 2021, bringing with him a wealth of experience from consultancy and local government planning roles in New Zealand and the United Kingdom. Throughout his career, Vince has successfully collaborated with various clients and authorities to secure planning approvals for a diverse range of developments in different contexts.
Passionate about maximizing development opportunities for applicants, Vince is dedicated to ensuring that all stakeholders are aligned in achieving client objectives. He prioritises the integrity and robustness of proposed solutions, striving to bring together all parties involved in the planning process.
Vince's expertise encompasses effects and policy assessments, development feasibility analysis, public and stakeholder engagement, presentation of planning assessments, client representation at hearings, project management, and coordination of multi-disciplinary project teams. He excels at addressing both the detailed technical aspects and the strategic long-term considerations of planning.
Outside of work, Vince enjoys staying active and has a keen interest in various sports.
Richard founded Momentum Planning and Design (MPAD) at the start of 2016, following a 23-year career in both the local government and consultancy sector. He has worked on a range of multidisciplinary projects in all areas of planning and has worked on many large-scale projects that have had complicated resource management and design issues. Richard is solutions focused and sees the big picture of projects, identifying risks quickly and thinking innovatively to find solutions to overcome hurdles. As a result, Richard is often the lead consultant on large planning projects and developments, allowing him to exercise his passion for high quality projects that create an improved environmental outcome. Richard also has a passion for assisting clients to achieve their goals by helping them navigate strategic planning processes, policy development, master planning and acquiring resource consents. Richard has also represented clients at local Council hearings and the Environment Court. He has been involved in several appeals, many of which resolved through mediation.
One of Richard’s milestone projects is the ongoing development of Ōmokoroa Town Centre, which is a large-scale project that is considered to play an essential role in the growth and development of the Ōmokoroa Peninsula.
Amanda is a Resource Management Planner previously from Wellington, having worked in local government and private sectors for 5 years. During this time, she has been involved in a range of planning work including the assessment of complex planning applications, monitoring multiple resource consents and reviews of plan change submissions. Some of the consenting projects she has undertaken include comprehensive multi-unit developments, alterations to heritage buildings, small- and large-scale subdivisions and a wide range of residential developments.
Amanda has experience working alongside a variety of technical and professional disciplines. She enjoys working with clients through the planning process to help them obtain their consent and reach a positive outcome.
Pascal has worked in the field of landscape design and architecture for the last 30 years. He has a natural ability to capture site opportunities and develop credible design solutions to complex sites, often helping create wonderful spaces that connect with the proposed built form and hard landscaping associated with projects. He has an innate skill in plant and tree placement taking a medium- and long-term view of the landscape design and how it will mature over time.
His previous employment as an architectural designer for residential homes also means he understands the architectural placement of buildings and can make recommendations early to ensure successful and integrated design outcomes are achieved. This skillset means he also has a natural ability to assess projects through an urban design lens adding valuable recommendations to residential and commercial project concepts.
Yolanda is a Graduate Landscape Architect from Lincoln University in Canterbury, who has experience in landscape assessment and planning, planting practice, environmental analysis and landscape design. She has gained international design experience, through her involvement in various projects that were predominately located in China.
Yolanda is a creative thinker, who also has a passion for analysis and solving practical problems. She is familiar with the theoretical knowledge and application of varied species to enhance landscapes and maintain their special character while enabling urban development at the same time. Yolanda has great knowledge of different drawing programmes, including Photoshop, inDesign SketchUp and Lumion, as well as drawing by hand.
Yolanda has an adventurous spirit and has always enjoyed working in a team.

James joined Momentum as a planner in 2024. He has an environmental policy and general policy background and has worked in this area for over 10 years. He has worked in the education and social services sectors before taking up a position in the energy sector in New Zealand.
James has experience submitting and presenting to district and regional councils plan changes across a range of areas, including electricity generation, freshwater management, and highly productive land. He has also worked on consultation for policy and regulatory changes for both ministries and government agencies.
His planning experience is nationwide but more recently focusing on proposals within Western Bay of Plenty, Tauranga City, and Hauraki District across a range of projects. James has a willing and solutions focused attitude to both Council and client demands, while providing accurate planning advice taking into account relevant environmental and project consenting risks.
James and his family moved to Tauranga two years ago after almost a decade in Marlborough. He is an enthusiastic father and e-biker.
